Who needs it

When NIST 800-53 applies

FISMA requires federal information systems, including those run by contractors for agencies, to be secured and authorized.

  • You operate an information system on behalf of a federal agency
  • Your contract requires NIST SP 800-53 controls
  • An agency needs an authorization package before you go live
  • A state or local customer has adopted 800-53 as its baseline

The Risk Management Framework

Seven steps to an authorization

Prepare

Set roles, strategy and context.

Categorize

Rate impact as Low, Moderate or High.

Select

Choose and tailor the 800-53 baseline.

Implement

Put controls in place and document them.

Assess

Test that controls work as intended.

Authorize

An official accepts the risk and grants the ATO.

Monitor

Keep controls effective over time.

Based on NIST SP 800-37 Rev. 2 and NIST SP 800-53 Rev. 5.

FAQ

Common questions

FISMA or FedRAMP?

FedRAMP covers cloud services used by federal agencies. FISMA and the RMF cover federal information systems more broadly, including systems contractors operate.

How does 800-53 relate to CMMC?

NIST SP 800-171, the basis of CMMC Level 2, was derived from 800-53 for nonfederal systems that handle CUI.

What is an ATO?

An Authorization to Operate is a senior official’s formal acceptance of the risk of running the system.

How long does authorization take?

It depends on the impact level, system complexity and how mature your controls are. A gap assessment gives you a realistic plan.
